man ldconfig says:
DESCRIPTION
[...] ldconfig is only available on systems
that use the "a.out" format for executables and libraries - on ELF
systems, all the work is done by ld.elf_so.
If you run an architecture that never used a.out format (like amd64), there
will be no ldconfig binary.
The ones that have it are: i386, arm, m68k, pmax, sparc, vax.
