I had the same confusion but received the clarification from Jirka that we
should always be downloading from https://builds.apache.
org/job/incubator-netbeans-linux/

The zip file to be downloaded gets updated as bug fixes are incorporated in
the build.

Don't be put off by "linux" in the URL and the name of the zip file you
download if you are running on Mac or Windows since that zip file is good
for all platforms.

Go to https://builds.apache.org/job/incubator-netbeans-linux/changes to see
the new bug fixes for a given build. For example, build #376 includes a fix
for NETBEANS-345, but build #375 does not.

If you download form the URL you mentioned ( https://www.apache.org/dyn/clo
ser.cgi/incubator/netbeans/incubating-netbeans-java/incubating-9.0-beta/ )
you will always get a build dated Febraury 15, 2018 without any recent bug
fixes.
