Close NetBeans IDE 8.2.

Build Apache NetBeans on the command line.

However, if you want to help the project right now, forget all of this for
the moment, please. We need your feedback on the 10-vc2 build, please. Can
you unzip the ZIP, use it, and fill in the community acceptance survey?
