I tried to change the test specs for the JEE sanity but it seems that I
have not enough privileges (or maybe I didn't found the right place from
where copy/modify them)

Since Apache NetBeans does not bundle a server, i.e., it now always needs
to be downloaded and registered, or available somehow outside of NetBeans,
I suggest we simply remove statements such as the above -- i.e., it's not
needed to say the above, either for this release as well as for all other
releases.
Before Apache NetBeans 11, that statement was superfluous and now it is
inapplicable.
