SeaMonkey 2.49.4 user here, from Cuba. Turned off TLS 1.0 and 1.1, tried to browse to https://netbeans.org and I got this:

Anyway, the security information for the site says:

Connection Encrypted (TLS_ECDHE_RSA_WITH_AES_!@*_GCM_SHA256, 128 bit keys)

Tried via tor and the site works ok.
