Er... no you can't. Try to change anything - all the buttons within there, and
all the listviews etc. are ghosted. You can only look at things, although
personally I don't think you should be able to do this either, or maybe only
users who's GID is above a certain number.

I think that it should still load, but what annoys me is that anyone can edit
the interface section - this is not good. It should be that certain users
(again, above GID number) can add new ISPs to the list, edit them etc. Or maybe
only the root user. Otherwise anyone can go onto it and bugger up your
settings.
