I'm not 100% sure this is the answer you want, but...
In the Netconnect Dock prefs (Settings->Netconnect) you can click
"New" under the left hand frame of pictures to add a separate bar.
The new bar can be totally independent in shape, size and operation to
any others. You can pop them up with hotkeys, too, if you want.
