Correct, if something is still using it ;)

Perhaps you have something in inetd/database or you have a device that keeps
open the bsdsocket.library and doesn't close it?

If something on your system needs the library, when you start Genesis (or
otherwise), it might still keep the library open, even though you quit
Genesis.
