[netconnect] Octopus + Tools menu?

This might be just me, but I have read the docs - Octopus, like it's
predecessor, is supposed to be able to add programs to the Tools menu.

Does anyone know how to do it?  The previous program had a "Menu"
section on the settings requestor.

Otherwise, what do people suggest using for this instead?
