It sounds to me as though Voyager hasn't closed the file after downloading
it.  Very old V releases used to do this with the last file you downloaded.
Until you quit Voyager, the file was effectively open for writing, so
couldn't be read.  A reboot was sometimes required.

It just might be possible to use a system tool, like ARTM, to close or
unlock the file.  At least you could check if the file is doing what I think
it's doing.  In theory, V has finished with it, so you shouldn't run into a
problem forcing it closed.  With AFS I've never seen the problem either, so
it could be that different filesystems handle this problem differently.
