Because icon.library is not newicons patched? Not sure
how OS3.5 does it. I just used proper picture files
for my toolbar rather than icons in the end.

There's some 24-bit ones on Aminet I did a while back.
Cannot remember the archive name though :o) Do a
search if you can find a working Aminet...
