I had a similar problem with NC2, and it was due to bad settings: I
had the time intervals set as 18.00-08.00 and 08.00-18.00 but I got
always 0 cost.
I solved the problem splitting the entries in two: 18.00-23.59 and
00.00-07.59 for the first one, and 8.00-17.59 for the other one.
BTW I haven't tried NC3 yet because my HD is knackered, but hopefully
within a week I should have all sorted...
