Ah, the old Octopus Preferences problem! This is quite simle really -
Octopus looks in Netconnect3: for the prefs program. Just make sure
that you move the program from where it was installed (IIRC, in
Netconnect3:Programs/Octopus/) to Netconnect3:

Now the prefs program should run from the menu as expected.

As for the safety of Octopus - I've been using it since I got NC3
(before Christmas sometime), and have had no problems at all. I guess
that means it's safe to assume that programs are perfectly safe as
long as you make sure their type is set to CLI.
I only use it for NC3 programs in the default configuration, so I
don't know if any of the other launch types is OK.
Octopus doesn't seem to have any benefits against the NC2 toolbar, and
if you are just using it in it's default state then there's nothing to
choose, in my experience. However, if you want to use it as a general
program  launcher then the NC2 toolbar or a completely different
program would seem a good choice.
