Not necessarily. Here in Cardiff, using NTL CableTel, it's actually
cheaper to phone an 0845 than a local call at some times:

Day:       0845=3.95p    Local=3p
Evening:   0845=1.48p    Local=2p
Weekend:   0845=1p       Local=1p

As you can see, using a local number wouldn't save you money unless you
connect in the daytime a lot, and could actually lose you money if you
spend a lot of time using it during weekday evenings.

There's also the special case of NTL Internet, which is an 0845 number but
is charged at 1p/min at all times if you're using an NTL cable service.
