It's a different dock bar specialy written for NC�, I think. To get the
prefs to work drag the prefs program from the Octopus drawer into the main
NC� drawer.

This seems to be a problem reported here before and I think the solution
was to get Fblit, but I don't know if it works with OS3.5.
