According to Ken, there's something good going on and it's
something to do with [netconnect] V3 settings.

When you visit sites, they are cached on your HD. If you then want to
go back and look at a site you've already visited without being online
you can do so as normal - but first you must tick this option so it
knows to get the data from your cache and not to bother trying to
download a newer version.
