In a way there is.  Edit the bar in question, make sure "Full Border" and "Borderless 
Buttons" are not ticked.

turn "drag" onto left or top and possition the bar where you want.  Then turn drag to 
None.  You can then change the background to that of your workbench (better if its a 
pattern or block of colour).

Save the prefs then save your environment and save the layout. voila!

Create your start bar under the "Buttons:New/Startbar" menu option.  Create it how you 
want. Place it where you want, then simply select the "save layout" and "save 
environment" menu options and next time you boot they should dtill be there!
