Do you have any filters set up that may have moved the other 173
messages to other folders?
Check with WebMail before downloading to see if you have a large number
of duplicate messages on the server? If some misconfiguration is
causing most mails to be repeated, you would see this behaviour as the
duplicates would be discarded.
