The server doesn't record the address on the local file, the download
client does that. Starting a resumed download is the responsibility of
the client too, it sees that X bytes have already been downloaded and
asks the server to send the file starting with byte X[1] (after asking
the user usually).

If the server doesn't support resuming it will either refuse the request
or start at byte 0.


[1] This isn't a typo, it is byte X and not byte X+1, because the file
starts at byte zero.
