RHA *is* one of the cheapest at the moment, so it's no surprise that
people have trouble getting a connection.
Things will change once we get proper unmetered access. "Proper" in that
the calls are unmetered, rather than being subsidised by the ISP or
telco in order to gain market share. Once we get proper unmetered
access, you'll be able to choose from a wide range of ISPs offering
different price/performance levels, without phone costs being part of
the equation.

The first phone bill is always the highest, the second is the lowest,
then it starts to go up again. That's why we need proper unmetered
access.
