I has a simular problem with voyager (aplha), I saw that the image
decoders in the Voyager archive have different names than the ones on
my hard drive, just copy them over. Voyager (beta) will just ignore
them while Voyager (aplha) will uses those.

The instructions said to use the Plugins directory from a full Voyager install, which 
is what I did. Even with both sets of image decoders present, it still gave the error. 
As Kevin pointed out, the "image decoders" error was nothing to do with the absence of 
any image decoders.
