I've never attempted anything like this, so this is pure guesswork...
When you've told it there is no modem (presumably in
"Interfaces->Modem" page), did you also remove "Dial" from the
commands on the right? Additionally, you might want to deselect
"Carrier Detect" from the PPP page.
Just speculation. :-)
