That's odd... can you re-run the discover with debugging enabled and provide
the output? Perhaps that gives some clue as to what goes wrong.
The Layer3::Juniper class includes LLDP support, so SNMP::Info should be able
to provide Netdisco with neighbor information...

Not sure I completely follow, but here's a bit of explanation of the
Macsuck logic:
Assuming macsuck_bleed=false (the default)...
MACs are *discarded* (that is, not recorded) on ports on which:
* there's a discovered CDP/LLDP neighbor, or
* one of another device's port MACs is seen
So I think the node is only seen on its actual edge port, or else
topology edge. Topology edge could be an undiscovered neighbor (meaning
a race does exist until ((initial discoverall)+(macwalk*2)) has
completed).

The error message is not related to your command line command.
In the config you have:
path: 'netdisco'
but there is no leading "/", and that's what the error message is saying.
