I found the cause, or workaround, of the problem below, though it still looks
like a bug.
If I enable Port Control (which I usually keep off just in case), then I can
get to the manual topology.
Disabled it does this weird loop thing.
Happening for others?
Is it correct I should not be able to do manual topology without port control
enabled? (it's clearly not correct the way it loops in an inner frame).

I use manual topology rarely, but just went to use it and kept ending up at the
home page.
Interestingly with a narrow screen, I get two menu page boxes, like there's an
iframe there. Also interesting the "System Information" works fine on the home
page, but on this embedded home page it just says "Compiling statistics"
forever, so it's not wired up correctly.
I'm running it from apache, but I ran it in foreground manually and got the
same result.
I went back to an old system which had not been upgraded in some time, and it
worked fine. The current system was just updated, but I cannot say if it was
working before the last update.
Everything else that I've tried is working fine.
This is on Ubuntu 16.04.4, I've tried Chrome, Edge and Firefox it's not browser
specific.
If I look in the browser console I get this error (below signature). I'm not
sure if this is cause or effect though, if it's reloading the main page for
some reason it may just be a side effect.
I do see one other clue -- this is in the exchanges:
http://xxxxxx.local/netdisco/admin/topology (gets 200)
http://xxxxxx.local/netdisco/ajax/content/admin/topology?dev1=&port1= (gets 302)
http://xxxxxx.local/netdisco/login/denied?return_url=%2Fnetdisco%2Fajax%2Fcontent%2Fadmin%2Ftopology%3Fdev1%3D%26port1%3D
(gets 200)
Looking in the URI portion there's a "denied", it seems like I am not allowed
to run it, but I'm an admin (I've checked several times, even made a change in
the user to make sure).
I have tried it with both trust_remote_user:true (my normal setup) and with it
false and logging directly in.
Is anyone else having this? Or is this a bug introduced recently? I am on
2.39.17. I tried it on a pretty old (2.034001) version and it worked fine
there, I have nothing in between.
JPG attached is a screen shot showing this overlay home on a narrow screen;
note on a wide one it's invisible, it lays over the whole screen.
I'm happy to enter an issue if it's broken, but wondering if first anyone else
has seen it?

Thanks for spotting this and working out the issue!
So I suspect this is an attempt to protect manual topology from those
without admin or port control access.
If you open a ticket at github I will fix it later this week or weekend.
