I just spotted a bug anyway which you're tripping over, and have patched 
Netdisco. So the full fix (and tested with pseudo devices) will be in 2.39.18.

Here are the instructions for upgrading: https://metacpan.org/pod/App::Netdisco#Upgrading-from-2.x

I would give it a couple of hours before doing that, though, to allow the new release to propagate to the mirrors.

Yes this is true.

The workaround we have is the creation of a "pseudo device" in
Netdisco which acts as your VPN cloud. This works well if your
