this is still related to compiling net-snmp, we do recommend using the
distribution provided packages. the error you've encountered might be due to
lacking libc headers, perhaps try
https://koji.mbox.centos.org/koji/rpminfo?rpmID=107797 (again, don't know
centos...)
if you really want to compile your own

has some pointers on what's needed with debian or opensuse, haven't tried with
centos.
