Bit off-topic, but sounds like pretty classic unicast flooding issues where
arp/mac tables fall out of sync and flood bum traffic.

Particularly with vxlan/evpn and usually as a whole for a while now, I set
arp to timeout of 240 seconds, mac table timeouts to 360, and that tends to
keep things sane with regular updates.  Default timeouts have been an issue
for 20 years with big core/dist/access networks.

Might be better off using rancid to pull the mac/arp tables to compare with
a script...  Don't think it'd be easy to add to ND.
