Hi Ye, make your user manually first in User Admin, and set it to be tacacs
for the auth type in user there, should work for you having done so myself
at a prior customer.  Unfortunately there's a chicken and egg problem for
tacacs/radius the user has to exist first, so it does not work for unknown
dynamic users.

It's a long-term wishlist of mine to have some VSA/AV-Pair Authorization
match to a role to allow for dynamic radius/tacacs users...
