Issue #1826 has been updated by Nick Hilliard.
er, oops, fatfingered that accidentally from the freebsd installation. The
rest of the patch is ok.

Feature #1826: Support for package staging
https://osl.uoregon.edu/redmine/issues/1826#change-3239
Author: Nick Hilliard
Status: Feedback
Priority: Normal
Assignee: Carlos Vicente
Category: Netdot
Target version:
Resolution:
This patch provides better support for package staging and has been tested on
the freebsd package.
The default installation behaviour has not been changed.
If installation is started with "STAGEDIR" set to a temporary directory and
"PREFIX" set to be the production installation destination, then the package
will be installed in $STAGEDIR, with all the hard-coded file locations set to
$PREFIX.
Installation staging directories are now required for a bunch of o/s
distributions including FreeBSD and Alpine Linux (#1662).
