Subnets are not being create on initial device discovery. netdot 1.0.1

Steps to reproduce

Devices > new

enter IP

discover

set owner, userd by, site

Update

displays module and interface information.

click [Go to <devicename>]

on right of device table header... [refresh][snmp-update][delete]
click snmp-update


click Update

NOW shows subnets created.

At first glance this appears that 'id' columns should be bigserial instead
of serial.

or that there's a problem with the prepared statement in Model::Arpcache

Executing the INSERT in psql and manually substituting the parameters seems
to work.
