If running under Unix, make sure that execute permissions are given to the
owner/group of the NetD VM processes (if the owner/group of C executable is
different from the owner/group of NetD processes).
If absolute path of the C executable is not used in System.execute, then
make sure that the environment variable PATH includes the path for
the C executable .
These are very basic but easy to miss kind of things.
