How about:
(1) set a cookie, (2) attempt to recover the cookie, and (3) if not set as
expected, warn the user?
You can do this either with a server side process (ie- ND,CGI) or a client-side
process (JavaScript)

Subject: [ND] How to check if cookie acceptance is disabled ?
I have code which tries to set a cookie and if the browser is enabled to accept
cookies, it works fine. However if cookies are
disabled, there is no indication at the browser as to what is going wrong. How
can one flag this to the user ?
