Hi John,
 I experienced the same symptoms on an exact setup as yours.  The
problem seem to lie with the Oracle client libraries.  After much
experimentation, we arrived at the following solution:
(i)Revert to NT4SP3
(ii)Totally uninstall the Oracle client including registry entries.
Reinstall the Oracle client with a minimal set of components.
(iii)Reinstall ND after uninstalling and deleting all references including
registry entries. 
We have not been able to determine what the exact problem seems to be
other than that it involves the Oracle client.  If you are able to make
progress on this issue, please let me know.
