Replying to my own post:
Did a clean reinstall (uninstalled ND, cleared out the CLASSPATH, Path of anything
relating to ND,
wiped out NETDYN_HOME and anything that appeared solely related to ND, deleted the
NetDynamics directory,
then reinstalled) and IT WORKED!
