[ND] Help! No Free Workers Exception

Hi Everyone,

I could really use your help in understanding why we intermittently
experience these hiccups with the ND Server. 
The ND log is full of "no free workers" exceptions and the site goes down. I
have to restart the entire configuration to bring it back online. 

Right now, I have some unhappy customers who would like to know when this is
going to get fixed which is a little hard to do when you don't know what the
problem is. So, ANY help would be greatly appreciated.
