hey, i may have a solution...

the story is....

goto the enviroment level and check out the the classpath variables for each of the 
netD paths...

my service manager would not start because my semi-colons were all messed up..
eg:x:/xxx/xxx;.;x:/xxx/xxx

the .; was causing the problem.
