Janet,
You might try adding the 'anchor' label as part of the action attribute of
the form. E.g., action="http://your.url.com#foo". I just tried this with a
non-ND form using a Netscape browser and it seemed to work fine. Of course,
you'll have to do some tweaking to get this into the ND generated form tag.
