What you need to check is probably:
>> selectedMeter.stringValue().equals("") <<

>>isNull()<<, which is in effect 
>> equals(new CSpNull())<<
will return true if the field is missing in the Form submitted.

Am unable to determine is a variable contains a Null value, since the
if will always evaluate to a not Null condition.   Have verified in the
debugger
that the variable selectedMeter does in fact contain a null value, but

if (selectedMeter.isNull())

any ideas as to what the problem is?  any help on this is very much
