I'm only an eval user so take this with a grain of 'newbie', but I seem to remember some doc saying ND uses UDP to communicate between command center, studio, etc. and service manager. If so, this is probably the subnet holdup since most folks don't let UDP packets get across routers. If you work with your network config guys they should be able to open up UDP traffic for your OSAGENT port through the routers so it'll work across subnets.
