I have seen this quite often especially in the beginning of running a project.

I am not sure whether this only happens to large projects because you will not notice 
the delay if the project is small.

Normally it should only happen if there are more users then the # of projects 
instatiated.
I believe it does happen quite often even if that is not the case.
I like to hear from more people on this subject.
