I guess what you mean is, how do I get a page object which holds the latest
value entered by the user in a form page in another frame.

Unfortunately, the answer is there is no way, since the values entered by
the user in another frame is left stranded in the client browser and haven't
made its journey to the Server.

Talking about work-arounds or re-design, there are plenty, ranging from
JavaScript acrobatics to copy those values into hidden variables in the
Submitted page to replacing frames with table and playing around with Form
tags to achieve very similar functionality.
