URL size restrictions are imposed by browser. The restrictions are:
IE 3.0 = 1K
IE 4.0 = 2K
NS 3.0 = 2K
NS 4.0 = 4K
I'm not sure what sizes are allowed for the more recent versions of IE and NS.
