As far as I can see, an IP frame is carried within a ppp frame (rfc2637)
So the IP packet would have its normal size, whether it's headed by a
ppp or a pppoe frame header. With pppoe, this again would have an
ethernet frame header.

The size of IP packet data within an MTU 1500 IP packet would be max.
1500 - 20 (header size) bytes. Within that again is TCP, UDP, whatever.
And don't forget possible fragmentation.
