I think that there are three issues with spam on a maillist.  
-       Some people pay per minute/second of connection time.  If they have to
download gobs of spam, they will not participate in the list.
-       The archives get full of spam.
-       by relaying spam, the maillist is participating in the spam problem;
in effect, it is operating as an open relay for the spammers, and
reaching people that may already have spam blockers in place (like me).

So the problem rests with the list management, not with the
subscribers.  They could use spamassasin like you do, ask to automate
subscriptions (like me), or any other effective spam blocker.  Ask
checks its database; the first time it sees an email address it sends
back a verification.  This effectively blocks 100% of all spam.
