Regarding to this matter, I filter spam (locally) by
charset encoding instead of sender field. To do this I
drop (at my e-mail client) any message in whose header
has charset='ks_c_5601-1987' in Content-type header field.
All spam messages I've seen in the netfilter list had that
property, so maybe this approach would be easier to manage.

I have nothing against them, but since there are no discussions in this list
encoded in Korean I guess no harm will come from discarding such encoding.
