Well, I was able to get to the user's computer during lunch and turn off
proxying.  That one change alone and the firewall is now working correctly -
user is locked out of "forbidden" sites.

I stand by my initial report - with proxying turned on within a Win98SE client,
firewalling does not work.

Since I am not running a proxy server of any sort on the server, I am still at a
loss to explain how this is working...
