Do you have NetLogo.jar on your classpath when you run the program?

I am trying to automate my NetLogo runs and I came across the Controlling-API. 
However I am having issues setting it up.

I have the most recent version of java jdk 8 installed. I also have Netlogo 
5.0.4 installed on my Windows 7 64-bit machine. 

I copied and pasted the example code for Example2 given in the GitHub 
Controlling API page under Documents. From what I understand, the necessary 
code to run the is in the jar file and the lib directory under the Netlogo 
installation directory so I don't need to do any additional installation for 
the Controlling API to work. 

I try to compile the code with:

javac -cp "C:\Program Files <X86>\NetLogo 5.0.4\NetLogo.jar" Example2.java

The code compiles however when I run it, I get the error that the package 
org.nlogo.headless.HeadlessWorkspace does not exist. 

Is there an additional step that I should do to make this code run?
