Yes, the example is constructed to reveal that behavior.  But how am I 
supposed to read the following documentation?

"Runs the list of commands forever, or until the current procedure exits 
through use of the stop 
<http://ccl.northwestern.edu/netlogo/docs/dictionary.html#stop> command or 
the report <http://ccl.northwestern.edu/netlogo/docs/dictionary.html#report> 
command."

This is further complicated by this additional documentation:

"Note: In most circumstances, you should use a forever button in order to 
repeat something forever", which encourages comparison to a forever button.
