Is it intentional that `__reload` does not run `startup` and does not `clear-globals`? (This is true even if the `File` menu is used.) This seems counterintuitive, and it seems almost certain that different behavior is sought when the file menu is used. If the behavior is intentional, is there an incantation for "fresh start"?
