There doesn’t seem to be consensus to adopt my proposal to move the -state tree to another module, and so we will call it rough consensus in favor of publishing the document as it is. This document will be moved to the ‘WG Consensus: Waiting for Write-Up’ working group state shortly; the shepherd will take it from there.
